try using white eyeliner as opposed to black or brown. it makes them look bigger and brighter.

or you can use dark eyeliner, but on the inside corners, use the white eyeliner.





also, make sure that the dark eyeliner blends and isnt a harsh line.





use a light, like a champagne color, eyeshadow under your brow to bring light to there.





and finish off with lots and lots of black mascara.

Don't line the entire eye, but rather just the outer corners towards the middle of the lid... it helps create an open eye which makes them look bigger. And mascara of course.
you should put eyeliner on ur top lid but make sure its not to thick, and also on the outer corners underneith ur eye. mascara on ur top and bottom lashes wil help too.
Use mascara to widen your eyes and don't use eyeliner.
