i don't think her eyes are huge or anything, but eyeliner helps give the illusion that they are. see how her eyeliner does NOT meet at the outside corners? that helps make them seem larger.

to get this look i would:

1) prep the face - make sure that it's clean and well moisturized as this will dictate how smoothly the foundation will go

2) apply your foundation and blend well into the jawline and neck. then, apply concealer to where you need it and, again, blend well. finish off with a light coat of powder to keep the makeup from rubbing off too fast.

3) the top half of the liner begins just a bit before the inner corner of the eye, and gets thicker as it continues. don't try to draw the liner in all at once, do it in short strokes. i would use liquid or creme liner for this as pencil (imo) smears too much. do not extend the top lid's liner, as it seems to stop where her eye naturally does.

4) the bottom looks as if she smudged creme or liquid liner very close to the lashline. i like using an eyeliner brush and creme liner (MAC's 267 brush if i remember correctly). get as close as you can to the lashline without getting into the rims of the eye.

5) then, she used a white, shimmery eyeshadow at the inside corners of the eye to highlight. it's subtle, so don't apply too much

6) curl your lashes if you want. mascara: move the wand in left and right movements as you pull it upward. brush out any clumps

7) she's wearing a nude shade of lipstick that has sparkles in it. i'd say any cheapy drug-store brand would do.

hope this helped! How do I do this look? My eyes are smaller than hers?
Open up the eyes by curling the lashes.

Powder the lid with a neutral color with a little shimmer.

With great precision draw the line on the base of the lid thicker on the outer corner, coming in toward the nose in a cat-like effect.

Do the same in the bottom lid, only I would draw a little more longer (past the eye) on the outer corners to make them look bigger. Do not connect the two .. to give an open effect.

Finish with falsies.
Pic 1: Liquid eyeliner, lash curler. Her eyes ';pop'; more because the shade of her lipstick is neutral.

Pic 2: White eyeshadow was applied, then brown shadow from the outer corner of the eye to the bottom of the brow bone (use a brush), then black liquid eyeliner. Again, neutral lips make the eyes stand out more.
shimmy from the bottom of your lash to the top with mascara

make sure you also curl your eyelases

plus her eyes you can tell are photoshopped
