It's really a way for your cat to show his/her affection for you and tell you ';I love you.'; Obviously your cat considers you a member of his/her family and wants to groom you too. Hence the desire to lick you. If your cat follows that up by nibbling the tip of your nose, it's a natural grooming and bonding behavior, because your cat wants to take care of you.
If you're cat licks itself after you pet it, it's because you've mussed up their coat and they want to smooth it out again. Cats are very proper and a bit vain in that sense. Ha ha.
Looking at you straight in the eye is also another form of communication. When your cat stares at you a couple of things are going on; 1) waiting to see what you'll do next, if you've just walked into the room where your cat is 2) slow blinking means the cat is really happy and relaxed around you. It's a non-verbal way to communicate ';I love you'; too.
I have a male and female cat and I notice they tend to bite each other when they are in ';grooming/cleaning'; mode after they finish licking each other. And my male cat likes to occasionally bite the tip of my nose if I let him lick my face.

my cat does that, too...i take it that she loves me and is enjoying lap time...cats are such a trip. who really knows what is going on in their furry little heads, i think there is more than we credit them with.

Licking is a sign of affection/grooming, and eye contact is acknowledgement, whether it's good or bad.
Consider it a good thing, and pet him. I doubt he learned that licking and looking at you gets him food, so he's probably not hungry.
Cats are behavioral. Could he possibly have learned that something happens when he licks you and looks straight at you? For instance, every time he does this, do you pet him? Say his name? Feed him? Take him out to get some kitty-tail? That might be what he's signalling he wants, whatever it is. If you haven't ';taught'; him that something happens when he does this, just consider it a good thing, and be happy you have a content cat.
If your cat's a girl, substitute him with her as necessary.

No, really it wants you to pet it, and cuddle it. Its probably sleepy, and its letting you know it wants to hang with you. My middle cat, is a looker (looks at you in the eyes when he wants to come up and sit with you)

it means hes mad at you lol jp (just playing) no he just likes you and my cat does that to sometimes she annoys me when she keeps likeing my arm in the same spot cause there tounges hurt but it dosnt mean anything. (also maybe you could have food on ur hands.) sometimes my other cat licks me to wake me up so he can go outside or get some food.
Does your cat look at you then close its eyes slowly only to open them and look at you again? If so thats called gledging and its a sign of affection.
